A new report from David L. Phillips, the Director of the Program on Peacebuilding and Rights, criticizes the EU-mediated dialogue between Kosovo and Serbia, and recommends a more robust and collaborative role for the EU and United States.
Implementation Review of the Kosovo-Serbia Dialogue proposes a new format for international mediation. It suggests a deadline of 18 months to conclude negotiations.
