The mayor of Honolulu invites Japanese officials to a ceremony to mark the fiftieth anniversary of the attack on Pearl Harbor, but on the condition that they apologize for the war.  The Japanese spokesman Ishihara Nobuo refuses, saying “the entire world is responsible for the war.”
