Join us for a discussion with Professor Inga Winkler on the UN Special Procedures, an integral part of the international human rights machinery. Dr. Winkler is the former Legal Advisor to the UN Special Rapporteur on the Human Rights to Water and Sanitation, Catarina de Albuquerque. She will reflect on this experience and a forthcoming book chapter on the issue: What are the various tasks of a Special Rapporteur and what does that mean in practice? What are some of the pressures on the system? How is it funded? How do the Special Procedures remain independent? What is the role of the Office of the UN High Commissioner for Human Rights? What are the ways to have an ‘impact’ and what challenges exist to being maximally effective? Was Kofi Annan right when he called the Special Procedures the ‘crown jewel’ of the UN human rights system?
