Professor Bloom will suggest that much political thinking is affected by citizenism, which may be explicit, but is more often banal, and so more insidious. Citizenism presumes citizenship as the only way in which a person can have a political relationship with a State or even with the multistate system, and that everyone has access to some appropriate citizenship. Professor Bloom will propose another, parallel lens, of noncitizenism. She will invite discussion on how this ‘noncitizenist’ lens might help us to think about rights.
