Following the announcement of a September 25. 2017 referendum on Kurdish independence in Iraq, David L. Phillips, Director of the Program on Peace-building and Rights, lays out a possible path to Iraqi Kurdish statehood in the Huffington Post.
Phillips states that the Kurdistan Regional Government (KRG) should work patiently with the Iraqi governement towards indenpendence in the wake of a pro-independence vote. However, he argues the negotiations should not be open-ended.
"Twelve months, after the referendum (September 2018), the KRG should declare independence with or without Baghdad’s agreement. It is never the perfect time to assert one’s right to self-determination. Faced with an inevitable outcome, Baghdad will come around."
