David L. Phillips writes in the Huffington Post that a political plan will be needed following the battle of Mosul to defeat Islamism in Iraq and prevent ISIS from morphing into a new, even more murderous movement. Phillips calls for the Trump administration to recognize that Iraq is not a functional unitary state allow Iraqis to break-up Iraq, reconstituting in three parts - Shiite, Kurdish, and Sunni.
