David L. Phillips, Director of the Program on Peace-building and Rights, testified before members of the House Foreign Affairs Committee on April 5, 2017. The Congressional hearing on "Challenges to Democracy in Turkey" was held ahead of an April 16th Turkish referendum to replace Turkey's parliamentary system, with an executive presidency.
