ISHR congratulates 1999 HRAP Advocate Delphine Djiraibé of Chad on winning the 2023 Martin Ennals Award. Delphine shares the award with jailed Kashmiri rights activist Khurram Parvez and Feliciano Reyna, a rights activist from Venezuela.
